How to Read a Skincare Label: The Legal Bits That Matter

Quick answer: A UK skincare label is a legal document before a marketing one. The ingredient list, batch code, open-jar symbol and address are required by the UK Cosmetics Regulation; most front-of-pack claims such as advanced or dermatologist tested are optional text. Reading a label well is mostly knowing which parts are regulated and which are marketing.

A skincare label sold in Great Britain is a legal document before it's a marketing one. The ingredient list, the batch code, the open-jar symbol and the address on the back are there because the UK Cosmetics Regulation, the retained version of Regulation (EC) No 1223/2009, says they must be. Almost everything on the front, the percentages, the "advanced", the "dermatologist tested", is optional text the brand chose to add.

Reading a label well is mostly a matter of knowing which is which. This guide covers the regulated parts: what brands must tell you, what they may leave out, and how to get real information out of an ingredient list anyway. Does the ingredient order only mean something above 1%?

The standard advice is that ingredients appear in descending order of concentration, so the ones near the top matter most. That's half right, and the missing half changes everything.

Article 19(1)(g) of the regulation requires the list to be "established in descending order of weight of the ingredients at the time they are added to the cosmetic product", and then adds that "ingredients in concentrations of less than 1% may be listed in any order after those in concentrations of more than 1%."

So the sequence is meaningful down to 1%, and after that it's free arrangement. A brand can legally put a flattering botanical ahead of a preservative present at a higher weight, because both sit below the line. Two further exemptions: colourants may be listed last in any order, usually as CI numbers, and multi-shade ranges can group them under "may contain".

This matters because most of the ingredients people actually shop for live below 1%. Retinol, peptides and many botanical extracts are used at fractions of a percent, so seeing one at position eight tells you far less than you'd think.

How do you find the 1% line on any label?

You can't know exact percentages, but you can usually work out roughly where the 1% boundary falls, which turns a meaningless position into a useful bracket. The trick is that some ingredients have legal maximum concentrations, so their presence caps everything below them.

Preservatives are the most reliable markers, because Annex V, the list of preservatives permitted in cosmetics, sets a hard ceiling on each one:

See Phenoxyethanol at position eleven, and positions twelve onwards are all under 1% by definition. See Chlorphenesin, and the ceiling drops to 0.3% from that point down.

Benzyl Alcohol is the unreliable one. It's often cited as a 1% marker, but that ceiling applies only when it's there as a preservative. It's also used as a solvent and as a fragrance component (it's itself one of the declarable allergens below), and in those roles it can legally sit well above 1%. Nothing in the INCI list tells you which job it's doing, so treat it as a much weaker signal than Phenoxyethanol.

Softer markers help too. Xanthan Gum and Carbomer are thickeners used at a fraction of a percent, Disodium EDTA appears in trace amounts, and Sodium Hydroxide and Citric Acid are usually pH adjusters. None are legally capped, but formulators use them in narrow, well-understood ranges at the low end of the list.

Two honest caveats. This gives you a bracket, not a measurement: it separates "meaningful" from "trace", not 0.9% from 0.05%. And low isn't automatically bad. Some ingredients work at very low percentages, while others, like niacinamide or humectants, sit well above the line. Position tells you about dose, not whether the dose is the right one.

Fragrance allergens are the most honest thing on the label

Perfume compositions are declared as a single word, "Parfum" or "Aroma", and never have to be itemised. There's one large exception, and it's the most useful small print on any label.

Annex III of the regulation, the restricted-substances list, names a set of fragrance substances at entries 67 to 92, twenty-six in all, that must be declared individually, by name, in the ingredient list. The trigger is a concentration threshold: the substance must be listed once it exceeds 0.001% in leave-on products and 0.01% in rinse-off products. You'll recognise the usual suspects: Linalool, Limonene, Citronellol, Geraniol, Coumarin, Eugenol.

Two practical consequences. First, if fragrance is a problem for your skin, "Parfum" isn't the whole picture. Scroll to the very end of the list, because that's where the named allergens usually sit. Essential oils are a common source: a product can be free of synthetic perfume and still declare four or five. "Fragrance-free" and "unscented" differ too, since unscented can mean a masking fragrance covers a raw-material smell. Second, arithmetic. Because those thresholds are so low, a named allergen marks a genuinely tiny position in the formula, so anything listed at or after it is present in trace quantities.

What is a label not required to tell you?

Knowing the gaps stops you over-reading the list.

  1. The percentage of anything. There's no obligation to state the concentration of an active. A "15%" on the front is a voluntary marketing decision, welcome but not a regulated declaration, and not comparable across brands unless you know what's being measured.
  2. The pH. This is a real omission for acids and for vitamin C. Pinnell and colleagues, in a 2001 percutaneous absorption study in pig skin in Dermatologic Surgery, found that topical L-ascorbic acid had to be formulated below pH 3.5 to be absorbed at all, and that absorption peaked at 20% with no further gain above it. Neither figure appears on a label.
  3. How stable the formula is. Packaging is the tell, not text. Opaque, air-restricting packaging for an antioxidant or a retinoid signals a formulator who thought about degradation; a wide clear jar signals the opposite.
  4. Which form of an ingredient you're getting, unless you read the INCI name. This is on the label, but only if you know what to look for. "Retinol", "Retinal" (retinaldehyde) and "Hydroxypinacolone Retinoate" are different molecules behaving differently, as our guide to retinol and its cousins sets out, while the front of a retinol product often just says "retinoid". Same across the vitamin C serums: Ascorbic Acid, Sodium Ascorbyl Phosphate, Ascorbyl Glucoside and Tetrahexyldecyl Ascorbate aren't interchangeable, and the differences between them are the whole decision.
  5. Whether it suits you. A label describes a formula, not a match. That's a question about your skin, and our ingredients by skin type guide is the better starting point.

The bits of the label nobody reads

The responsible person's address. Every cosmetic product on the GB market must carry the name and address of a responsible person, and imports must state the country of origin. This is the quiet authenticity check: professional brands are strict about distribution, so a product with no UK address, or packaging that doesn't match the brand's usual regional labelling, is worth a second look.

The open-jar symbol. A small open pot marked "12M" or "6M" is the period after opening. Products with a minimum durability of more than 30 months use this instead of an expiry date. Shorter-lived products fall under Article 19(1)(c), which lets the brand print either an hourglass symbol or the words "best before end of", followed by the date, so no hourglass doesn't mean no expiry. The critical detail: the period after opening runs from the day you first open the product, not from purchase, which is why an unopened backup is fine and a half-used serum from two summers ago isn't.

"(nano)". Any ingredient present as a nanomaterial must be followed by the word "nano" in brackets. You'll most often see this on mineral sunscreens.

Sun protection markings. SPF describes UVB only. UVA protection is shown either by the UK star rating (up to five stars) or by the letters "UVA" in a circle, which the NHS describes as indicating the product meets the European UVA standard. If you're comparing facial sunscreens, checking for one of those two markings beats comparing SPF numbers at the top of the range.

Which front-of-pack words are regulated, and which are just words?

Cosmetic claims sit under a separate instrument, the common criteria set out in Regulation (EU) No 655/2013, also retained in GB law. Claims must be legally compliant, truthful, supported by adequate and verifiable evidence, honest, fair, and clear enough to allow an informed decision. There's a neat provision buried in there: a claim isn't allowed if the "benefit" is merely compliance with a legal minimum.

What those criteria don't do is create certifications. "Dermatologically tested" tells you a test happened; not what was tested, on how many people, or what the result was. "Non-comedogenic" and "hypoallergenic" are manufacturer statements, not licences issued by an authority, claims the brand must be able to substantiate rather than badges anyone awarded.

The real differences between a professional-channel formula and a high-street one tend to be things a label can't express: raw material grade, delivery system, the testing behind the claim. We cover that in the science behind medical-grade ingredients.

A five-minute label check

  1. Read the first five ingredients. That's the base of the formula: how it will feel, and whether it's a light gel or a rich cream.
  2. Find the preservative and mark the 1% line. Everything below it is a supporting act.
  3. Locate the ingredient you bought the product for. Above the line, or below it?
  4. Check the INCI name of that ingredient, not the marketing name, so you know which form you're getting.
  5. Scan the last few entries for named fragrance allergens if your skin is reactive.
  6. Check the responsible person's address and the period-after-opening symbol.

That's as far as a label can take you. It tells you what's in the bottle and roughly in what order, not whether this product belongs in your routine alongside the three you already own, which is usually the real question.
